I am a really dissatisfied customer

Hi ,
I am a really dissatisfied customer , in a month i have to pay my bill twice
because my credit limit is only 800 and its not enough ,,
whenever i call customer service they tell me that there are technical problems and i have not been able to discuss the bill,
its frustrating ,
please resolve
