i have problem with std calling card of rs. 110

dear sir
this is arvind kumar my no. is 9999968478.
i have problem with std calling card of rs. 110 . i have used this card first time for std calls but i have problem with it when i m trying to call a no. then i listened three automate messages these are as follows
1. sorry this call can not be processed at that time plz enter another no.
2. you have no sufficient valance to make this call.
3. call to this no. is bard.
All though is am calling with right process and i have already registered with message ….. wcc create and 12 digit no. to 111
and calling with 118 followed by a mobile no.
i have already called two times to customer care also.
i have called at least 100 times
and i have thee calls with this card and still have balance of rs. 71
so plz give me solution what can i do and who is the responsible for that.
and is don’t want any automated calls and sms
